All Plugins are implemented as Windows Services. Even if you do not use some of them - you have not configured any Profiles - they will still be running. And as any of the Windows Services, they consume resources.
Stopping the service of an unused Plugin is not recommended. MSMQ queues are still filled with Messages, which could lead to insufficient resources.
Having unused Plugins, especially if the corresponding services are stopped, may be the reason for issues with plugins that are in use.
The best approach to deal with unused Plugins is to uninstall them.
By default, each Plugin folder has an Uninstall.bat file at c:\inetpub\wwwroot\TargetProcess\Plugins\Plugin_Name
Run the Uninstall.bat file of the appropriate plugin as Administrator to delete the Plugin.
You will be able to install the plugin again if you decide to use it later. The file Install.bat is located in the same folder c:\inetpub\wwwroot\TargetProcess\Plugins\Plugin_Name
