Solution Overview
The solution enables Blended Rates for Locations and Job Profiles, and set Rates for Users based on their Location and Job Profile. It's used when you don't want to calculate estimated and forecasted costs using people salaries, but using a Blended Rate instead. For example, you have 2 different Locations, where people are based, and 3 different Job Profiles, for which you'd like to set up Blended Rates. Then you'll have 6 Blended Rates (for each combination of a Location and a Job Profile) and will be able to define an Hourly Rate for each Blended Rate.
For each Location/Job Profile combination, a collection of Blended Rates will be created. You will set an Hourly Rate for each Blended Rate.
User Rates will be created automatically for all the users with certain Location/Job Profile, based on the Hourly Rate for a Blended Rate defined for this Location/Job Profile
If the Hourly Rate of a Blended Rate has changed, all the Users in the changed Blended Rate Locations/Job Profiles will get a new User Rate created. In case a User changes their Location and/or Job Profile, we create a new Rate for an updated Location and Job Profile and the corresponding Hourly Rate will be set automatically from a Blended Rate in this Location/Job Profile.

Solution Configuration
Disable the rules from the Person (User) Rate solution
- Go to Settings -> Automation Rules
- Disable the following rules:
- Create Rates for Existing Users
- Generate User Rates automatically for newly created Users
Add Hourly Rate editable unit
- Go to Settings -> Custom Units.
- Add Hourly Rate custom unit to enable hourly rate editing right from the views.
Limit Rates Access
As you did before in the Person (User) Rates solution we need to hide the created Blended Rates in a Budgeting portfolio. To do that:
- Copy a 'Budgeting' Portfolio ID
- Go to Settings -> Automation Rules
- Replace the value at the Budgeting Project ID parameter in the following rules:
- Create Blended Rates for existing Locations and Job Profiles
- Create Blended Rates when a new Location or Job Profile is added
- Create User Rates for all people with Job Family and Location set
- Create new User Rates when Blended Rate's Hourly Rate is updated
- Connect new User Rate with Location/Job Profile set to corresponding Blended Rate
Create Blended Rates for existing Locations and Job Profiles
To generate Blended Rates for Locations and Job Profiles that already exist at the system:
- Go to Settings -> Automation Rules
- Enable Create Blended Rates for existing Locations and Job Profiles rule
- Open the rule and click the Save and Trigger Now button (make sure it has the correct Project ID from the previous step)
- After the rule has run and created the Blended Rates, it can be disabled.
It will create Blended Rates for each Location and Job Profile. Open the Blended Rates view and set the Hourly Rates for each Location/Job Profile.
Note: From now on when you create a new Location or a Job Profile, the Blended Rates for the created Location and all the Job Profiles and vice versa will be created, so make sure you set the Hourly Rates for them.
Apply Blended Rates to Users based on their Location and Job Profile
To make Blended Rates being applied to Users, we need to set a Location and a Job Profile for the Users in the system. You can do it by dragging and dropping users to the needed Locations and Job Profiles on the Locations and Job Profiles views respectively, or open each User and set these parameters for them right on a User View.
- Go to Settings -> Automation Rules.
- Enable Create User Rates for all people with Job Family and Location set rule.
- Open the rule and click the Save and Trigger Now button (make sure it has the correct Project ID from the previous step).
As a result User Rates will be generated based on the Blended Rates for their Locations and Job Profiles.
Note 1: In case there were Rates for Users existing in the system, new Rates will still be created for all the Users based on their Location and Job Profile.
Note 2: In case Hourly Rate value has changed for a Blended Rate, new User Rates will be automatically created for all people in this Location and for this Job Profile. Planned End Date will be set for the previous Rates and a Planned Start Date will be set for a new Rate, so that we can track the history of User Rates updates and calculate Costs correctly using the dates of a Rate.
If a User has changed their Location and/or Job Profile, create a new Rate for this use manually defining a new Location and/or Job Profile. Hourly Rate will be set automatically based on the new Location/Job Profile Blended Rate.
Make Hourly Rate not required
As in this solution Hourly Rate for User Rates will be filled automatically, we need to make this field not required.
- Go to Settings -> Custom Fields
- Open Hourly Rate custom field for a Rate
- Make it not required
Make Location and Job Profile not editable on a User View
User Location and Job Profile will be set from a Rate from now on, so we need to make these fields not editable for a User.
- Go to Settings -> Detailed View
- Select User to edit
- Find Location and Job Profile fields
- Change the values in the editable and allowReset components from true to false
- Click Apply changes button
